USA Today states that while Congress contines to debate on immigration reform, both parties do agree on several of the bill's provisions such as cracking down on corrupt foreign labor recruiters. Dr. Patricia Pittman states, "People tend to assume that higher-skilled workers are not vulnerable to this kind of abuse. But [nurses have] had their passports withheld, or had their contract changed without their consent, or arrived in the U.S. not knowing where they were going to work."
